Every thing is based on situation. If you have read Tipping Point, you will know the 'Broken Windows Theory'. Which basically tells that the environment is what determines behavior. If you look at Delhi Metro for e.g. it is clean because it is clean! Of course, there will always be a bad apples here and there but so does every country or ethnicity.
